Summary of Job Functions


ACSA Newcomer and Settlement Department is looking to hire a skilled individual with experience in working with newcomers particularly refugees who face multiple barriers in managing life crisis which is magnified even more by Covid-19 pandemic.   The SETTLEMENT COUNSELOR position will be under a new project called Covid-360 Wrap Around Support Program funded by the City of Toronto.  The Project aims to help refugees or vulnerable newcomers who are on Ontario Works (OW) to acquire wrap around support to cope with the challenges of the pandemic.  Specifically, this position will assist in connecting the client to various resources to address their basic needs such as food, housing, etc. and provide virtual support through one-on-one check-ins, webinars to enhance soft skills, kids support, language training and digital literacy.   The applicant must demonstrate experience in project coordination, case management, counseling, virtual training, information and referral and crisis management.

Key Responsibilities:

  • Manage a caseload of 24 clients for the whole duration of the Project;
  • Conduct in-depth assessment of client needs;
  • Conduct weekly virtual check-ins with clients;
  • Work together with the Manager to develop a plan to implement the program;
  • Conduct online learning trainings to develop soft skills;
  • Conduct solution focused counseling;
  • Coordinate with the Language and Digital Instructor for the language and digital literacy needs of the client;
  • Coordinate kids educational packages;
  • Coordinate logistics for food purchase and delivery on a weekly basis;
  • Assist client in other employment related supports;
  • Coordinate with client Case Workers from TESS and advocate for their needs;
  • Make effective, appropriate and timely referrals;
  • Manage client information in ACSA’s database;
  • Provide coaching/mentoring support;
  • Prepare and submit weekly reports and collect data for project evaluation.


Qualifications/ Skills Required:

  • Graduate of Community Service, Social Service and related programs
  • At least 1 year of demonstrated successful experience in coordinating employment projects working with vulnerable population such as asylum seekers, or newcomers facing significant barriers;
  • Excellent skills in case management and counseling;
  • Excellent skills in conducting virtual training;
  • Excellent English communication skills (verbal and written)
  • Ability to speak another language is mandatory (please specify languages you can speak and write)
  • Excellent internal and external customer service focus; 
  • Extensive experience in cross-cultural counseling;
  • Demonstrated ability to work effectively in a fast paced environment
  • Ability to work both independently and as part of a team with minimal supervision;
  • Excellent writing and time management skills;
  • Communicate effectively with clients and colleagues;
  • Driver’s License (G2 or G) and access to own car is mandatory;
  • Excellent in computer and online platform;
  • Availability to work evenings and weekends.
