ACSA is a nonprofit, multi service agency addressing needs and empowering children, youth, newcomers, homeless, and otherwise underserved communities.  Our core programs include housing and outreach programs, food security programs, newcomer services, youth outreach and therapy programs, child and family programs, early years’ programs, computer access programs, and community engagement.



ACSA Newcomer and Settlement Department is looking to hire a skilled individual with demonstrated experience in working with newcomers particularly with seniors and older adults.   The Settlement Counselor will provide case management support for newcomers and a spectrum of settlement services to assist them in their settlement journey.  Specifically, this position will assist newcomer seniors and older adult newcomers and ensure that they receive accurate, relevant and timely information to support their settlement and integration process.   The applicant must demonstrate experience in project coordination, case management, counseling, virtual training, information and referral and crisis management.



  • Provide case management services, counseling, referral, advocacy and orientation services to newcomer;
  • Develop action plans, monitor participant progress and provide follow up planning and support & maintain confidential client files;
  • Provide interpretation services and assist with filling out forms;
  • Provide information and referral services for participating clients to other programs and services in the community and government offices;
  • Plan, organize, implement and evaluate community-based settlement services and integration programs for newcomer seniors/older adults;
  • Plan, organize, and facilitate the weekly Seniors’ Café session;
  • Conduct community outreach to recruit newcomer seniors and older adults and encourage them to join the program;
  • Manage and maintain case files and program statistics in a confidential and professional manner; track data / statistics; prepare and submit reports;
  • Work collaboratively with Newcomers’ Centre staff and external community partners to develop partnerships and programs that will enhance community based programs and services for newcomers;
  • Conduct outreach with potential partners to increase network of agencies to work with;
  • Organize or facilitate monthly newcomer orientation workshops for seniors and older adults;
  • Responsible for related administration, systems and organization to support work, including maintaining up-to-date knowledge of social service programs for immigrants, linking to first language and related settlement community groups; maintaining client files, program statistics and compliance with privacy legislation;
  • Performs the responsibilities of the position consistent with the policies of ACSA;
  • Protects own health and health of others by adopting safe work practices, reporting unsafe conditions immediately. Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act;
  • Must be open and willing to provide support other organizational needs.


Qualifications/ Skills Required:

  • Graduate of Social Work, Community Service, Social Service and related programs
  • At least 2 years of demonstrated successful experience in coordinating programs for newcomer seniors and older adults;
  • Excellent skills in case management and counseling especially with seniors and older adults population;
  • Excellent skills in conducting virtual sessions;
  • Excellent English communication skills (verbal and written)
  • Ability to speak another language is mandatory (ability to speak and write Mandarin and Cantonese is preferable ;)
  • Excellent knowledge and experience of network and collaborative partners for referral purposes;
  • Excellent internal and external customer service focus; 
  • Extensive experience in cross-cultural counseling;
  • Demonstrated ability to work effectively in a fast paced environment
  • Ability to work both independently and as part of a team with minimal supervision;
  • Excellent writing and time management skills;
  • Communicate effectively with clients and colleagues;
  • Demonstrated skills to work in a team environment;
  • Experience working with OCMS and ICARE is an asset;
  • G Driver’s License is an asset (please indicate in your application if you possess a driver’s license)
  • Excellent in computer and online platform;
  • Availability to work occasional evenings and weekends.
